Absolutely Sure It could when itâs in place, but itâs not in place anymore. They typically drop that one first.
If that was the method to staff Calfire owned equipment they wouldnât have all the other O numbers.
There plenty of state owned dozers that are Downstaffed in the evenings currently or not staffed at all.

California Norther Region and California Southern Region
The two CAL FIRE regionsâŚCNR, Northern Region, CSR, Southern region
CNR for cal fire is California Northern Region so itâs only for the Northern Units and CSR is California Souther Units which is for the south units in cal fire.
You can have a CNR Staffing pattern and it doesnât affect the southern units.
But then there is a CDF staffing pattern which is for the whole state

No CNR just put a staffing pattern on for us to hold all personnel on duty

O-2 10-14-21 1700 CSR Staff ECC & OCC with additional support as appropriate
O-3 10-14-21 1700 CSR Staff all CAL FIRE CDCR Crews 24hrs/day (in ST configuration when possible)
O-4 10-14-21 1700 CSR Staff all CAL FIRE Firefighter 1 Crews 24hrs/day (in ST configuration when possible)
O-5 10-14-21 1700 CSR Staff all CCC Crews 24hrs/day (in ST configuration when possible)
O-6 10-14-21 1700 VNC Staff one Hand Crew 24 hours per day
O-7 10-14-21 1700 VNC Staff two Water Tenders with 2 personnel
O-8 10-15-21 0700 SLU Early up CAL FIRE Air Attack base with 1 Air Attack, 2 Tankers & base personnel as needed
O-9 10-15-21 0700 TUU Early up CAL FIRE Air Attack base with 1 Air Attack, 2 Tankers & base personnel as needed
O-10 10-15-21 0700 RRU Early up CAL FIRE IA fixed & rotor wing aircraft including base personnel as needed
O-11 10-15-21 0700 MVU Early up CAL FIRE Air Attack base with 1 Air Attack, 2 Tankers & base personnel as needed
