That is cloud seeding. It has been tried on California numerous times over the past 3 decades with nearly no affect to the real rain amounts needed. If there is high humidity/moisture in the upper cloud area over larger bodies of water (ie. Ocean) then it has some better effects. However, not nearly the levels of moisture required to help.

Just checking (Sunday, Aug. 22/21, ~11 a.m. PDT,) the dew point for Oroville CA, which is 56 F, with a relative humidity of 54%.
A dew point of 57 F is where dampness becomes noticeable, (as subjectively reported by people,) according to some sources.
So it would seem at the moment, there might be enough humidity for cloud seeding to work?
Couldn’t cloud seeding gear be held at the ready for times when the dew point is high enough?
By contrast, the dew point in Dubai is 80 F, which is substantially greater, and would indicate cloud seeding should work quite a bit better there.
