IMO, in a web of life, we better choose both human and nature if we wish to continue to participate.
Actually this helps(a little) the major SWP & DWR reservoirs have to hold upwards of 50% capacity for SNOW MELT as they were built 1st for flood control and 2nd for water storage. With the moisture not falling as snow, but rain. Those agencies have to manage the outflows to prevent flood damages. The EO allows at least the DWR to use water storage at Folsom & Oroville as more storage and less flood control, raising the historical Feb 1 âfullâ levels and thereby saving more. The risk here is a late season flood event, heavy snow pack followed up by a warm/hot spring causing rapid snow melt if there is a snow pack.
I remember something about the improved spillways at Folsom and other places theoretically allowing for more storage utilization, however I believe the ops manuals that they use to make decisions have to be rewritten after that before they can take advantage.
I thought the same thing about it being political grandstanding, at first, but it is actually not all business as usual. The new executive order (Edited) [from Gov. Newsom] streamlines releasing water from reservoirs during high flows and using them to flood agricultural areas on purpose to recharge the groundwater. In the past this has been nearly impossible because it required a variety of permits from various State agencies. The EO suspends some of those permit requirements.
Having been involved with the flooding in Tulare and Kings counties it is more complicated than just doing away with the permits. Just opening the flod gates and turning water down stream played havoc. Neighbors fighting Neighbors about whose land was flooding. Local State and Federal agencies have worked for decades to prevent flooding and manage water just to be gut punched by a guy who thinks just because Southern California is below Central California on the map, water will flow there. Currently there is no mechanism to take water from the Kern, Kaweah and Tule rivers to Southern California. And the California Aquaduct is flowing full.
I should have been more clear. I am talking about Gov. Newsomâs order, in reply to Modcamo, not about Trump dumping water from dams in Tulare without consulting anyone who knew anything about the systems downstream. I agree with you on that.
For those interested: I was unaware that NWS/NOAA had updated their water flow/flood monitor site. Pretty cool nationwide map now as well as the ability to find your local monitoring stations as needed.

The forestâs arenât really being managed well, if at all for their own health. It seems the environmental groups with lawyers are doing most of the mismanagement through the courts. Every bit of logging, prescribed burns or livestock grazing is countered by air resource boards, or some other self interest group who neither ot the two have the interest of the forest or anyone who lives there in their thoughts or actions.

The watersheds have been mismanaged, exploited only for profit, ever since our European ancestors arrived and drove the native populations from their homelands. The trees were so large and well spaced when the intruders arrived because the forests had been being managed for the health of the woods and their indigenous people for many centuries.
