It looks like, on closer reading, I was a little off-base in saying all VTP projects are stalled. The order applies to projects in the brush, only, not in timber or grasslands, sorry…
On Nov. 14, the lower court ordered Cal Fire to address the potential for type conversion to worsen wildfire risk and until it does so, barred individual projects in the Vegetation Treatment Program from relying on the program’s blanket environmental review to comply with the California Environmental Quality Act.
The order does not apply to new fuel break projects that already have a plan to prevent flammable grasses from growing, nor to maintaining existing fuel breaks. Projects on forestlands and grasslands may also continue unimpeded, as may projects on land that has already lost its trees or chaparral to type conversion.

The thought of a snowdrought got me to thinking about the overall drought status.

Wondering out loud..
This week (before this proclamation) has already seen at least two rounds of gnarly Wx with one more set to arrive. There has already been widespread power outages, flooding, damage, widespread stress on the 911 system(s) in multiple counties and at least one fatality before todays declaration by the Governors office.
The statement “California is acting early and decisively to do all we can to get ahead of dangerous winter storms” seems 100% contradictory, very reactionary NOT proactive and not preemptive. Feels like we’re sounding PC for the sake of sounding PC?!

I swear he eluded to a hope of cold atmospheric river storms to come - but last time i checked those are mostly “warm storms.” 
Fingers crossed for additional “snow pack increasing storms” before the real Spring Wx sets in for good.
