Anyone know where larger fire boats came from?

Those are CTractors aka modern tug boats. Waterfront firefighting in San Diego is conducted by San Diego Harbor Police and private contractor that operate the CTractors. Since the CTractors are not manned 24/7 it took a while to get their crews.

Navy just concluded press conference.
0830 fire starts in lower vehicle bay
0851 SDFire, San Diego Harbor Police and additional fire parties from Naval Base San Diego requested
Compartment by compartment fire suppression with intense heat. Fire crews are now on lower vehicle bay attacking fire.
1800 foot perimeter on land and 1 nautical mile perimeter on the water is in effect.

The Navy has Blackhawks helicopters dumping water on the ship this morning. May burn for days.

Looking at the recent news video, it looks like sheā€™s listing to starboard and one of her antenna arrays has collapsedā€¦what a shame

Just did drive by, helicopters are still doing drops on the ship. CTractors and San Diego Harbor Police boats are still throwing water on the hull. Smoke is coming from the superstructure/island. Ship has an 10 degree list to starboard and is down by the stern.
