Is it the fuels conditions…or permittee (if they even have a permit) negligence and inability to follow terms of said permits?

Pretty windy here in TCU below the rain level with all the Thunder Storm activity. Fuel conditions are suspect unless it’s front county.

I don’t get why they are still allowing burning at 2000 ft in Madera and Mariposa Counties because any Grass with sun exposure has cured, here in fku its been 3000 ft for a few weeks and there’s still a good bit of green but Pine needles and dry grass will make things dicey though. 4000 ft things are nice and green for the most part.
The last escape burn was 5 piles covering 2 acres, they could probably here the thunder and wind was probably picking up. I heard thunder towards bass lake around 2pm.
