I think that comment was just in regards to the Fed type 2 teams supposedly being married up with fed type 1 teams for purposes of getting personnel their Type 1 quals signed off. They are moving in the direction of eliminating type 2 teams and having only type 1 teams somewhere down the road. This is all on the Fed side.
