Rainbow becomes the outlier because it’s a female crew camp. CDCR has operated the Camps similar although not identical to the institutions for a long time in the sister site model. Most of these camps are in relatively close proximity to the sister site and are often there for cover assignments or joined together in ST configuration. As with anything, there will be a few speed bumps in the consolidation effort. It is interesting that the SacBee article articulates that the primary cause is COVID even though the headcount at these Camps has been reducing for several years to the point of crew reductions even prior to COVID.
