Agree… Curious what does it matter? If an agency has chosen to swap there folks out with an in place MOU that’s negotiated with their labor organization then negotiated in the CFAA or on their dime, who cares… The incident losses nothing, the equip is still committed. It’s done during off hours. Sounds smart if you ever been committed to Happy Camp for 14.

Our agency has a 7 day policy with some ** in it. It’s 7 plus travel. Our agency owns the cost to exchange people and we don’t have our exchange impact the incident or strike team. Changes only occur on off days. We are a small agency and the pool is small. It’s the best way we could make it work.
Just an example of one way. Not saying it’s right or the way, it’s just what we do.
