No, that’s an aerial mapping company. They work for google. Source: I used to fly for them.
N954MS is the tail number. Lots of patterns like this for mapping, imagery etc.
PGE fire patrols had no pattern, flew high elevation in general regions and diverted to any smoke seen to get the coordinates.
