I would hope that you posting this was for discussion purpose and not as an idea. It is extremely myopic to suggest that communities not be re-built. If we adopt that thought process- then large swaths of the country would not be populated… post earthquake, fires, floods, tornadoes…

Fully discussion - thought that’s what the previous articles were posted for too? Or maybe I misread the room?
I had just ran into that article today and it sparked some inner rage in me that I’ve never felt, first time ever my “norcal” feelings were pulled. It’s always good to be aware of how you feel while reading something, to get an idea of what slant or weight the author of the piece is trying to aim for vs good quality discussion.
