Looked like mostly road construction for access and egress.

Biggest changes will be that the entire road from new construction to the closest firehouse must be upgraded at the expense of the new construction. While a great idea it needs some serious limitations as many roads can’t be brought up to standards because the right of way is inadequate and you could be looking at tens of millions in some cases.

Applying these standards to VHFHSZ in LRA / City Limits is a major change. Most municipalities never look at the Public Resources Code.
