At the end of the 215 process what ever you are deficit are your critical resource needs. Wash, rinse, repeat…

Critical resource needs is a section on the ICS 209. If you dont specify why they are critical, good luck getting them when resources are thin when multiple fires have needs.

I’m thinking it’s still MMU based on traffic today.

But when your the big dog in the yard you will get what you want. The rest will have to use some Shakespeare to articulate the need.

Since this fire is now a state of emergency what does that mean ?

It changes the way resources are allocated and affects cost apportionment…eventually.

It means if we have multiple fires burning these 209s go through a process of ranking each incident in priority based a lot of inputs that are in the 209. Some are just boxes to check but there is some writing that goes into the document to advocate why you need what you need. Life and property will out weight anything else. Im a recovering SITL that did 209s on some of our largest and most catastrophic fires in our state. Its a mentally taxing job.

Likely IMT-5 will assume command tonight. That being said, they had a planning meeting with the MMU and SNF folks to determine the way ahead and vet the 209.

The critical resource shown on a 209 should be outstanding orders that have been placed and not filled. If an incident has outstanding orders for critical resources and they’re not listed on the 209 they will be questioned.

There are 3 primary agreements in CA regarding how resources are ordered and paid for. They are CFMA (California Fire Management Agreement) which is how CALFIRE orders resources from LG, OES and get paid, CFAA (California Fire Assistance Agreement) is how the Fed Agencies get LG resources through OES. The last is MMA (Master Mutual Aid) which generally doesn’t come into play in the wildland arena. This is pretty basic and can get complex, anybody else feel free to chime in. Mods maybe this should have been a new thread.

BTW, whether the IMT has assumed command or not, MMU Expanded Dispatch is placing the orders in IROC. It goes from the IMT Ordering Manager to the Expanded Dispatch, then is placed in IROC and filled accordingly.

MMU would be the ordering point until a team gets into place. Then the Ordering Manager takes over and goes through Expanded Dispatch at MMU

When you say Ordering Manager, are we talking within Logistics on the team? Always confused me the roles between SITL in Planning and Ordering for keeping up with the 209. NWCG and NIMS differ slightly.

Fireguy714,

The orders will be processed as fast as they can. It takes the time it takes.
