Do you know what time these measurements were taken? I arrived in Arcata around 18:30 last night and was in significant amount of rain ever since around the Humboldt/Mendocino county line. A very steady moderate rainfall gave way to showers around midnight. The folks up on the fire must be working in a muddy mess about now.
