From there, where large groups of people had every cert a lottery number was then assigned, this lottery process continues on for each grouping of applicants. Each applicant will only be offered up to one LT and/ Or one perm spot PER ROUND (due to first right of refusal this means it might be tough to perm out of a unit that you are an LT in if you didnât intend to stay there. This is what was explained to me. 2nd round LT hiring has been going on since Monday.
Why would it be hard to perm out? If youâre an LT and donât plan on staying in that unit you could get a perm call from your Number 1 pick if your high up on the perm list
First right of refusal. So if say you got an LT offer at TCU they get the first shot at offering you a perm spot (if they have one) Iâd they donât you might get a different offer, otherwise TCU would offer it to you and you would turn it down (in this example)âŚthat would be the only perm offer you would receive that round because you only get 1 per round. Next round TCU has first right of refusal and the cycle continues

I submitted my packet without an endorsement or cpat. A month later I had both. I then contacted the hotline and explained to them i now have an endorsement and cpat, and I would like to update my packet. They told me it would NOT be necessary because when you get the offer is the time you would verify your endorsement and cpat.
Very likely a cause for protest if your info is true.
Furthermore, I have speculated about the use of a lottery within the state hiring process. I found, even through direct emails with calhr, that it is an unknown process and there is no rule or policy to justify it.
Your grievance wouldnât be valid. Itâs not necessary till time of appointment but itâs points if you had it at time of application . And you canât update your application once itâs been submitted. Lottery is just what they deem a fair way to re sort a group of people who all had the same cert based score
âFrom hiring:â I think you should be more specific of your source so not to allow misinformation. I can credit all my info came from sources such as the FAE hotline, emails with CALHR and supervisors who recently attended trainings with CALHR personnel.

Well then we should agree that the inconsistent information is coming from that source. (Which isnât surprising to me)
I understand that. But what was told to me they try to get you to your #1 pick or as close as possible. From hiring they said it depends which unit has the perm opening, and where your at on the list for the offer.
For your initial offer, then first right of refusal takes over. Anyways was just trying to help people who havenât gotten offers yet and weâre confused about the new system. Key points

-randomly assigned a number within your new ârankâ or group
Of people with the same cert based application score.
-They are still in the fairly high scoring group (all certs except for coa/ ffa)
Interesting It was explained to me a little different then. All mixed up information. Explained to me that when units send in their numbers they need and letâs say youâre nested up for an perm offer they look at the units you wrote down and the Numbers and go off that list trying to get you your number 1 spot or closest to it. There was no right to refusal in that conversation.
All current COA/FFAâs have been suspended and all future ones postponed. Guys thatâs weâre in academy are being sent to their prospective units and working as 1âs, 2âs, shop help, and various other roles depending on the unit. Who knows when the current academy will pick back up but guys slated for a future academy will be waiting for a bit it sounds like. It would be interesting to see if they discuss doing an in unit 2 week COA as a patch to get LTs online and then send them back through a full COA after this blows over

My two buddies just came back to unit from COA as FFIâs cause the academy is shutdown. They will go back then all this is over and finish COA.
Out of curiosity, how far along were they?

They may be working as FF1âs but they are getting paid as FAEâs (assuming they were in coa) same with the guys that were in coa but now working in the shop. But yeah im curious if anyone has heard of alternate plans for COA as that is the main issue. FFA is not a not a requirement to get anybody online so I donât see any issue with just just suspending that
