In All-Hazard mode; the plain facts are that hundreds of people died during Hurricane Katrina because they did not evacuate, or did not evacuate in time. Common reasons given, related by survivors, or recorded by victims themselves, were, “I’ve been through this before, they are over-reacting”, “looters” and/or “it’s too strenuous in this weather”.
