The Napa Fairgrounds does not put them near 101. The Calistoga Fairgrounds is very small and would be in the path of the fire if it came sown Hwy.29.
From Calistoga or Napa it is quicker to go over and down into SR rather than across to Petaluma and up 101 or up through Sonoma on Hwy. 12.
The Napa County Fairgrounds are in Calistoga (not to be confused with the Napa Valley Expo (fairgrounds) which is in the city of Napa and serving as an evacuation center.
I am getting reports of crews at the Napa County Fairgrounds.
Neither are near the 101. The closest highway is, as norcal74 said, 29.

It will look like that. They need to keep the span of control to 1 to 5. Expect that as the fire grows, the incident command structure will expand.
So the fire now is moving east toward hwy 29. Depending on how far it gets, when the north or north/east winds hit again on Tuesday it may hook around the Tubbs burn. Sunday morning all over again. The east side of upper Napa valley has no recent fire activity.
